BIS certification is the ISI certification issuing agency The Bureau of Indian Standards (The Bureau of Indian Standards), referred to as BIS, which is specifically responsible for product certification. It is the only product certification body in India.
The BIS product certification program is one of the largest certification programs in the world. It has more than 26,500 license holders and covers more than 900 products. The BIS certification allows licensees to use the popular ISI mark on their products. This is a high-quality product. Synonymous with. The Bank for International Settlements also operates a foreign manufacturer certification program, under which overseas manufacturers can obtain a license to use the BIS standard mark. 2. Types of BIS certification plan:
India provides BIS certification, which is applicable to products of different types of plans, as follows:
1. The normal procedure of domestic manufacturers:
Applicants must submit an application for BIS certification and attach the required documents and necessary fees. After submitting the application, an official of the Bank for International Settlements will conduct a preliminary factory assessment. Then test samples at the factory and conduct independent tests. If the sample is acceptable, BIS certification is provided. In this method, it is expected that the BIS certification will be approved within 4 months after submitting the application.
2. Simplified procedures for domestic manufacturers:
In the simplified procedure, applicants submit sample test reports and BIS certification applications from BIS approved laboratories. If the test report is satisfactory, the BIS officer will verify the factory premises. If the verification by the BIS officer is satisfactory, BIS certification is granted. According to this method, it is expected that the required documents and test reports will be obtained within 30 days after submitting the BIS certification application.
3. Tatkal plan:
According to government notifications, manufacturers that require BIS standard marks can obtain BIS licenses under the tatkal plan. According to the tatkal plan, applications are processed within a strict time frame, and the total processing time is designated as 30 days. In addition, applications received under the Tatkal program will be processed with priority in order to comply with strict time regulations.
4. ECO logo plan:
The BIS license for eco-friendly products is granted in a plan separate from the normal BIS certification process. Environmentally-friendly products must meet the additional requirements specified in the Indian standard to qualify for the ECO mark. However, the procedure for granting licenses is similar to that planned by domestic manufacturers.
Foreign Manufacturer Certification Program-Overseas applicants/foreign manufacturers obtain permission to use the ISI mark under a separately designed program within 6 months.
3. The certification conditions of India BIS are as follows:
1. The manufacturer establishes an office or liaison organization or appoints an agent in India;
2. The manufacturer's factory must be equipped with all the infrastructure for testing and applying for approval of products that meet the relevant Indian standards.
Certification mode: sample test + registration issuance
Number of samples: 2 – 6 pcs (can be applied by series, one sample should be selected for every 10 models in the same series)
Certification cycle: 45 working days (including testing and registration and certification, qualified testing and complete information)
4. BIS certification process:
1. Application
Foreign sellers who want to obtain BIS certification generally need to use a special application form and prepare relevant documents to apply to the BIS New Delhi headquarters;
2. Record
BIS will review the application documents and materials submitted by the applicant, and if the procedures are complete, the application will be recorded (the applicant must pay the corresponding processing fee);
3. Initial factory inspection
BIS will assign an official group of no more than 2 people to the factory for inspection, and applicants also need to bear the expenses of the official group's travel to the factory for inspection, visa expenses, and corresponding inspection costs;
4. Issuing a certificate
If the initial inspection and test results are qualified, and the applicant agrees to implement the BIS-approved inspection and test plan after certification and pay the BIS identification fee, BIS can issue a certificate to the applicant, and the certificate is valid for one year. After the certificate is granted, the certificate holder must pay the identification fee and the annual certificate fee every year.
5. Supervision
BIS will supervise the quality of its certified products through regular supervision of witnesses and surprise inspections and tests on samples in factories and markets. If it is checked regularly and the samples taken from the factory or the market meet the requirements after the factory inspection and independent test results, the certificate can be renewed. The licensee submits an application for renewal to BIS by submitting the designated form. The certificate renewal fee is 500 rupees. In addition, the licensee also has to bear the cost of sample inspection.
